ACERC is a think tank centre with focus in Albania energy market and its integration on 8th Regional Area & EU IEM. The ACERC mission aim to provide a qualified contribution to the promotion of the liberalization and the effective integration as well as the efficient use of energy resources.

ACERC main activities profiles briefly consists in the release reports, articles and periodicals. In cooperation also with collaborates the offering of the activities that support capacity building of market actors, such as national and regional seminars, trainings and conferences. Initiatives completed by advocating in the energy sector promoting a forum called in Albanian School of Regulation.

OSHEE invitation for purchasing energy for February 2017, Press Release 24-01-2017

Operator of
the Electricity Distribution OSHEE through a press release dated 24-01-2017, open
tender for purchasing energy up to 250 MW for period from 01.02.2017–
28.02.2017. The contract foreseen the agree to sell and deliver, and buy and
accept electricity during delivery period, continuous delivery from Monday to
Sunday from hours 00:00 through 24:00 of CET.

Delivery of
electricity shall be guaranteed during the full Contract term except where the
Seller’s non-performance is excused by an event of Force Majeure and/or
non-performance due to remounts and tripping of the interconnection transmission
lines, or the Buyer’s failure to comply with the terms and conditions of the
Contract.

The
cross-border-capacities on the Montenegrin/Serbian/Greek – Albanian borderand
from Internal Sources shall be provided by the Seller for the whole delivery
period. Title to, and risk of loss of, energy delivered shall pass from the
Seller to the Buyer at the delivery point.

In case that
the agreed weekly programs are changed, the Parties are obliged to inform each
other thereof until 12:00 h CET on day ahead or intraday basis. The delivery
program will be agreed under mutual confirmations. In case of changes to the
Weekly Delivery Schedules pursuant to above mentioned paragraph, the Daily
Delivery Schedules shall be considered fulfilled with a maximum daily tolerance
of ± 10% baseload.

All taxes
resulting from the implementation and execution of this Contract inside Albania
shall be borne by the Buyer and outside Albania by the Seller. On the request
of each Party, the other Party shall provide all necessary and relevant
information and documents concerning tax duties to the other party always in
due time.

Any dispute,
controversy or claim arising out including the validity, invalidity, breach or
termination thereof, shall be settled by arbitration in accordance with the
Swiss Rules of International Arbitration of the Swiss Chambers of Commerce. The
seat of the arbitration shall be in Zurich. The language of arbitration is to
be English governed by Swiss law. The above propose has to be presented within
25 January 2017 h. 13.00.

Albanian OSHEE Buys 265,200 MWh of Electricity at 50.41 EUR/MWh, Press release 19-12-2016

Albanian
distribution system operator OSHEE has bought 265,200 MWh of electricity for
the period from 21 December 2016 to 31 January 2017 at an average price of
50.41 EUR/MWh (49.08 EUR/MWh for the period 21-31 December 2016 and 50.99
EUR/MWh. The tender has been known in previous through a press release dated 14-12-2016.
The contract foreseen the agree to sell and deliver, and buy and accept
electricity during delivery period, continuous delivery from Monday to Sunday
from hours 00:00 through 24:00 of CET.

Delivery of
electricity shall be guaranteed during the full Contract term except where the
Seller’s non-performance is excused by an event of Force Majeure and/or
non-performance due to remounts and tripping of the interconnection transmission
lines, or the Buyer’s failure to comply with the terms and conditions of the
Contract. The cross-border-capacities on the Montenegrin/Serbian/Greek –
Albanian borderand from Internal Sources shall be provided by the Seller for
the whole delivery period. Title to, and risk of loss of, energy delivered
shall pass from the Seller to the Buyer at the delivery point.

Parties
shall confirm the schedules of electricity delivery/acceptance with the
Administrator of the Contract for the whole electricity supply in accordance

each Thursday up to 12:00 h; daily programs shall be declared and agreed for
the next week, Monday till Sunday.

In case that
the agreed weekly programs are changed, the Parties are obliged to inform each
other thereof until 12:00 h CET on day ahead or intraday basis. The delivery
program will be agreed under mutual confirmations. In case of changes to the
Weekly Delivery Schedules pursuant to above mentioned paragraph, the Daily
Delivery Schedules shall be considered fulfilled with a maximum daily tolerance

Operator of

OSHEE Purchasing of 5.5 mln euro Electricity for the October 2016, Dr Lorenc Gordani, 30 September 2016 (text in Albanian)

Operatori i Shpërndarjes së Energjisë Elektrike (OSHEE)
njoftoi se ka finalizuar garën për blerjen e energjisë për muajin tetor, ku u
blenë 133,920 MWh ose 180 MWh ne profilin bande të cilat kushtuan më shumë se
5.5 milionë euro.

Te katër kompanitë që janë përzgjedhur për të negociuar
sasitë shihet se te pjesëmarrësit e mëdhenj në garë EFT, GSA dhe NOA, që ofruan
98% të energjisë që kërkoi OSHEE, ofruan çmime të njëjtë me 41.6 euro për MW.

Ky është tenderi i dytë që OSHEE shuan gati plotësisht
hendekun e çmimeve me bursën e Hungarisë e cila merret si referencë. Çmimet në fashat bazë në Bursën e Hungarisë
janë aktualisht mbi 39 euro për MW.

Siç shihet nga të dhënat e garës, pjesëmarrëse në tender
është edhe shoqëria ‘Devoll Hydropower’, e cila pak ditë më parë ka zyrtarizuar
prodhimin në HEC-in e Banjës.

OSHEE sqaron se shoqërisë ‘Devoll Hydropower’ nuk iu pranua
sasia prej 15 MW në profilin band për shkak të plotësimit të sasisë së kërkuar.

Kompania publike e shpërndarjes së energjisë, OSHEE, pritet
që shumë shpejt të çlirohet nga detyrimi për të furnizuar konsumatorët e
mëdhenj me energji elektrike. Pasi deri në fillim të vitit që vjen duhet të
furnizohen në tregun e lirë të energjisë mbi 6200 biznese konsumatorë nga
rrjeti 35 dhe 20 kilovolt i energjisë.

Operatori i Shpërndarjes shpenzoi për importet e energjisë
88 milionë euro gjatë 2015.

Vlera mujore e importit ishte 7 milionë euro. Shpenzimet më
të larta për importe u shënuan në muajt janar dhe shkurt, përkatësisht me 11.6
dhe 10.1 milionë euro, ndërsa vlerat më të ulëta në muajt maj dhe qershor
respektivisht, me 3.8 dhe 4.7 milionë euro.

Modeli aktual i tregut të energjisë e detyron OSHEE të
importojë nga jashtë energji për të mbuluar humbjet e energjisë në rrjet. Por
duke qenë se niveli i tyre është reduktuar ndjeshëm, kjo ka sjellë edhe uljen e
shpenzimeve të OSHEE për import.



OSHEE Open Tender for Purchasing of Electricity for Period 01.10.2016-31.10.2016 by OSHEE 26-09-2016

Term and
Subject of the Contract foresee the Parties agreed to sell and deliver, and buy
and accept electricity during delivery period from 01.10.2016– 31.10.2016,
continuous delivery from Monday to Sunday from hours 00:00 through 24:00.

Delivery of
electricity shall be guaranteed during the full Contract term except where the
Seller’s Non-performance is excused by an event of Force Majeure and/or
non-performance due to Remounts and tripping of the interconnection
transmission lines, under Clause 10 and 11, or the Buyer’s failure to comply
with the terms and conditions of the Contract. Buyer shall accept and pay for
the electricity delivered by the Seller according to the Clause 1 of the
Contract.

Electricity
shall be delivered and accepted at the following delivery/acceptance point(s)
inside Albanian High Voltage Grid, delivered in base load, 0 – 24 h CET. Title
to, and risk of loss of, energy delivered under this contract shall pass from
the Seller to the Buyer at the delivery point.

Parties
shall confirm the schedules of electricity delivery/acceptance with the
Administrator of the Contract for the whole electricity supply in accordance
with all applicable rules and other customary industry practices and
procedures. The daily schedule shall be agreed between Parties with weekly
agreements, i.e. each Thursday up to 12:00 h; daily programs shall be declared
and agreed for the next week, Monday till Sunday.

In case that

Delivery Schedules shall be considered fulfilled with a maximum daily tolerance
of ± 10% baseload, only under the condition that the total Quantity agreed by this
contract is 100% realised. The delivery/acceptance of electricity shall be
carried out in accordance with the common conditions of the Union for the
Co-ordination of Transmission of Electricity (UCTE).

The Seller
of electricity shall transmit to the Buyer in the course of the calendar month
following delivery of electricity according to the Delivery Schedule for the
previous month an invoice setting forth the total quantities of electricity
that were sold by it in the previous calendar month (invoicing period), whereas
the respective invoice must bear the issuance date September 30st, 2016. The
invoice shall clearly state the price and value of delivered electricity in
EURO, whereas based on such value of OSHEE Sh.a electricity the amount of VAT
shall be calculated and included in the invoice.

In
connection with such invoice the Seller may state all amounts then owed between
the contracting Parties which are closely connected and derive from the
obligations of this Contract. The Buyer is obliged to pay no later than on 90th
day following the last day of delivery, in this specific case, January 30th
2017. Overdue payments shall bear interest from and including the due date for
payment, up to the date of late payment if such is made, at a rate equal to the
one month EURIBOR for 11:00 a.m. on the due date plus 2% per annum.

procedures of electricity purchasing by KESH jsc, from domestic and foreign
traders, and pursuant to the order of the Head of the Contracting Authority,
for the performance of the sale-purchase procedure with the subject “On
electricity sale and purchase for the period 10.08.2016-31.08.2016”, the
Commission for the electricity Sale and Purchase conducted the procedure of
electricity selling/purchasing, by inviting commercial and producers companies,
which met the conditions, to submit their offers.

Once the commercial
and/or manufacturing companies submitted their offers, the sale/purchase
commission, administered and evaluated the offers submitted by them. The
companies that expressed their interest are as follows:

Western Balkan 6 sign up to Sustainability Charter, 05 Jul 2016

The six Contracting Parties from South East Europe agreed on the Sustainability Charter at the Western Balkan 6 Summit in Paris yesterday. Underlining the need to improve the health situation and prosperity in the region, the WB6 countries agreed to upgrade their effort to tap into their energy savings and renewable energy generation potential.

Each WB6 country committed to implementing specific measures by a set deadline to improve energy efficiency governance and implement smart support measures to improve sustainability of their energy systems. They also agreed to work towards the implementation of robust domestic greenhouse gas emissions monitoring and reporting systems in line with EU legislation.

At the same meeting, the European Union pledged to allocate 50 million Euros from its Instrument for Pre-accession Assistance (IPA) for incentives for energy efficiency and renewable energy investments and policy reforms in the WB6 countries.
